Is it possible to control the permissions in the Enterprise Project Type pages so that a Project Manager could edit the Project Schedule page but not edit the Project Information page, which is in effect, project summary information to a degree?

Yes you can do that, just go to Server Setting->Project Detail Pages. Here you select Project Summary page and click on Document permission from Ribbon on top. There you can change the permission for the page. Hope this helps you.
