Hi,

I am unable to create a test plan or a test suite in my project. The '+' icon that should generally be available for me to create a test plan is not seen on the UI. I am part of the project administrator group in my project but still not able to create test plans or suites. 

Are there any other settings that need to be changed in order to provide the required access?

Check the VSTS subscription details with Test manager.
