We recently moved our TFS 2015 installation from server "A" to server "B".  Our QA Manager had created a series of test plans on server "A".  Now she can run the test plans on server "B" but she cannot edit the test plans on server "B" and we can't figure out why.  She has been defined explicitly in the security for the Area the Test Plan resides in and is given "Allow" for all permissions.  She still cannot edit the controls.

Any ideas?  Is there a way to confirm where the "Test Plan" exists in case it is in an area that she doesn't belong to?

You can use Microsoft test manager to see the properties of the Test plan, then you fill find the iteration and area of this test plan:
