SharePoint 2013 Search Index Partition ran out of space so  I increased space on server to 200 gig and tried to reset index and run crawl but the search still in degraded mode?

Try creating and activating a new Search Topology having an additional index component.
If this does not fix your problem, you should consider deleting the Search Service Application and creating a new one with more than one index partition.
