We just upgraded from 2010 to SharePoint 2013 through Office 365.  When I go into SharePoint Designer, I do not have the option to create a 2013 flow.  It only comes up with 2010 flows.  Is there a configuration setting I missed?  Also when I try to use Microsoft Flow, I get and error on saving a simple approval flow (a 400 error).

  Actually in SP Designer, I do have the option for 2013, however I get an error that says "Server-side activities have been updated.  You need to restart SharePoint Designer to use the updated version of activities."

Do you have both SP Designer '10 and '13 installed? If so, you need to remove '10.
