Does anyone know how i am able to create a sharepoint workflow to look up qualifications from a list then internally verify and approve?

I have a sharepoint form that crew is able to fill out for picking up scheduled shifts but i would like for the form to verify qualifications from another list to ensure that the crew is properly trained and certified to complete all tasks for the job assignment. How can i create this?
