We have a list workflow and it is creating item to a Form library associated with template.xml file. After running the workflow it fails and the error shows as " The workflow could not create the list item. Make sure the list exists and the user has permissions to add items to the list". 

场景

- 网站是从O365到O365租户的迁移站点。

- The site is a migrated site from O365 to O365 tenant.

- 重新创建并重新发布了多次工作流而没有任何错误。

- Workflow was recreated and republished several times without any error.

- 已重新发布的用户工作流程是一个网站集管理员。

- User who has republished the workflow is a Site Collection admin.

Does the person performing the workflow have the ability to create items in the list? If you're not using an impersonation step, that could be the issue.
