I am using Issue tracker App as IT help desk portal in my organization. All things are going fine. I have made a view for overdue tasks in which all the issues that are still active today and their due date has been passed, appear. Now I want to add an alert on this view that when ever a issue appear in this view an email alert will execute.

You can't trigger anything because it shows in the view. You can trigger things because the due date is less than today's date.

You can try using an Information Management Policy (In list settings), or you can create a workflow with SharePoint designer that uses the Pause Until or Wait For action.
