For the user account that will be used in the health check, the user should be imported into the MFA Server, left in the Disabled state, and set to "Succeed Authentication" while disabled on the Edit User-->Advanced tab. You can then send a RADIUS request to the MFA Server with that user's credentials. MFA Server will validate the credentials with the directory and return a response without attempting MFA.
