Did you use <a name="..."></a> or <a id=".."></a> ?
I found IE6 obeys if you use ''id'' instead of ''name'' (even on other
elements than <a>), so I use both: <a name=".." id=".."></a>

Using <a href="#top">Linkname</a> works, but not in IE.
