Using Photoshop:

Not sure this is it. Drop shadow is usually bottom and right. In
PS, I would be inclined to use outer glow and set the parameters
how you wish. In PS CS, you look at your layers palette. You
click on the icon of shape in question, you get options come up.
One of these is outer glow.

To OPs question, I don''t think shadow for anything in css or html
is well supported or sophisticated enough.

Not sure this is it. Drop shadow is usually bottom and right.

"Drop shadow" is the name of the effect the OP is trying to achieve. Outer
glow is a fine way to achive the same effect as
http://victor.hasselblad.com/ though. You can still get that effect in PS
with the drop shadow layer style, you just have to set distance to 0.
