I played around with an older version of NetObjects Fusion V7 but found
it cumbersome. I am tempted to buy Dreamweaver but I''d like to hear
what this forum might recommend.
Lastly the other consideration is that I may only do this for another
year or
two and someone without any technical background may inherit.

Then you should hire someone to do the pages. You are talking about
dynamic pages which will also require some programming. A good
question to ask a prospective developer would be "What doctype will
you use to create the pages?" If the person does not know what a
doctype is, run away. If you get any other answer rather than "HTML
4.01 strict", run away. The programming portion might be Perl, PHP or
some other server side language. If the prospective developer says
"javascript", "ASP", or some other client side language, run away.
Not knowing all of the languages available, simply ask whether it is
server side or client side. You need a server side language.

There are no "good" WYSIWYMG editors. You wouldn''t want to tearing
your car''s engine apart with no knowledge of the mechanics involved;
so why would you (anyone) think that creating/editing/maintaining web
pages can be done with no knowledge of the languages and
specifications used.
