As far as I''m aware, the only program capable of making a "pukka" mdb is MS
Access. No you can''t run it without a license unless you develop your app
using the Developers'' Edition.

If the OP wants to use the MDB file as a datastore then you don''t need a
licence.

If he OP wants to use the MDB file as a datastore then there are all sorts
of programs which can create and use it.
