I have the same (continuous form with questions)
No problem here ... but I use a bound combobox for the answers.
When I change this to listbox I get the same behavior as you describe.
Too tired to sort this out now ;-)
Maybe you can try the combobox-approach also.

You pretty much have to use an outer join to get the option text, bind a text
box to that, and stack it on top of your combo box with just the drop-down
button sticking out. When the Combo box gets the focus, it moves in front of
the text box, but only for that row.
There are more steps than that, of course, you have to make the text box
locked and disabled, and for mouse clicks, you have to place a transparent
button on top of the text box to trap On Enter envents, and set the focus to
the combo box.

I''ve tried the combobox in the past and it works somewhat better, as you
can''t see the available answers until the combobox is dropped down, at which
point the list is requeried and shows the correct answer scale.
But in this system I want the user to always see all available answers for
each question.
