To cover them both? Not VB6, for starters ...

It's not really going to work with a single language - you will need at least two because on the web side the Client browser will only run Javascript, so for a responsive UI will will almost certainly need to write some of it in that.
However, if you go with C# then Xamarin get let at least some of your server based code run directly on Android as well. While it would be possible to move to VB.NET instead of C#, it's probably a better idea to ignore that as it's the framework you need to build for, not the language - and familiarity with VB6 will encourage you to try and use outdated stuff that won't work in all circumstances. Breaking from VB6 to C# removes the temptation to take "VB6 shortcuts" which will give you grief later on.
A competent developer should have no problem learning C# in a few days, it's the .NET framework(s) behind it that will take the time.
