For the folders "c:\WINNT\Microsoft.NET\Framework\v2.0.50727\Temporary ASP.NET Files\apccheck\675fad49\be31c372\" and "C:\WINNT\Temp" the user "Network Service" has the permission full control.

You can even impersonate the calls using the impersonation tag in Web.Config file. Once a specific user is done by impersonation, give that user account the needed privileges.
