Sometimes you'll need a specific USB driver for the type of phone. First place I would go is the phone manufacturer support area looking for USB drivers. If they have one marked for debug that would be a plus.
Also, you might have to turn on the debugging ability. In the Samsung and the Google Pixel phones that I use I had to go to the settings, then system, then 'about phone'. Scroll to the bottom and tap the 'build number' 7 times. Close and reopen settings (might not be necessary) and you should see a 'developer options' settings item where you can enable various debugging options.
