There are huge problems here: even if it was possible, it could be oh-so-easily circumvented: change the folder attributes to "read only" and you are screwed. Or write the video to a CD before you play it. Or just copy it to a different folder before you play it!

There is no mechanism that will reliably protect your video in this way.
You may be able to do something like it by encrypting the file, and then providing a player that can play the encrypted file, but that won't protect you from copying the file itself either, unless you can make your player coordinate via a central server and add some unique ID value to each copy of the encrypted video you release.
