This is to recap the discussion this morning.The attached drawing is the approved changes only. It's the basics without details.From here, what you need is either a much more comprehensive set and elaborate specifications for a;1. "fixed fee" contract from several builders, or a fairly specific scope of work for a2. "cost plus fixed fee" Or a more general scope of work for a 3. "cost plus a percentage" type of contract.
With #2 and 3 you would still get an estimate but, due to unknowns, it is not a fixed number, but more like educated guesses of cost on each part of the work, called "Allowances".
With #2, the profit and overhead is fixed. EG "I'll do it for whatever it costs if I get a fixed X amount above and beyond the hard costs for me."
With #3, his profit and overhead (office operating costs) are a percentage of the hard costs. Â EG "I'll do it for whatever it costs if I get X% of the hard costs as profit and overhead."
As said, #1 needs the most information (design, details, specifications and an iron clad contract) and is the most risk to the contractor but the least risk to the owner. Extras can and usually do still happen.
#2 still needs a comprehensive scope of work so he can at least estimate (not a quote) how long it would take and how complex it might get. Someone has to at least list all that needs to be done including mechanical, engineering, plumbing, heating, electrical, finishes etc. So he can know the scope of the work and therefore estimate how long it will take. IOW if it goes on and on, he makes less and less as a percentage of the time and management needed.
#3 is the least risk to the contractor but the most risk to the owner in terms of knowing the final cost and time it will take, but the most flexible in choices made and starting time.Again, the ballpark estimate that will be included (not a quote) will be most accurate with a complete list but allows for changes and improvisation along the way and is non confrontational in that the contractor and the owner problem-solve together and it doesn't matter how long it takes or how many changes occur or what materials are used.
Any of the above can be sent out to a few builders and the advantage is confidence in cost due to averaging.I can help with writing the contract and there are online contracts available as well. We first need to know which type to use and then we need to invite contractors to bid on that type, once it is written up.If politics are involved, (EG,  how much discretion will you have with the RD regarding budget and decisions?) probably a lawyer should be too. Of course cost start to spiral and time drags on if everyone needs to cover their asses.Let me know which way you can go and I'll work with you on the contract details.Glenn
