I need to be able to make accounts, add and charge money to those accounts, and have those transactions occur based on the physical location (updated based on scans) of physical objects.

I apologize for my inexpert language regarding such things.

Would such a program be difficult to create? Could the utter embodiment of a novice which is myself construct it with some direction or should I hire someone?

If it is a noviceable challenge, where would you recommend I start?

What I have tried:

As a novice, I thought it would be worth asking for guidance on where to search. Would it be best to try and scagfold it within a website using Squarespace? Should I begin learning a language to try and build this on?

I thought that a website might work well because it would be more accessible across platforms. I would like to make it kind of a game that almost anyone who has access to a computer or smartphone could play.
