Either ask there, or start looking at the code: chances are that it is using the Registry and that requires elevation in Vista and above for good reasons. If it is trying to use any services which require admin privileges, then it doesn't matter what you compile it with, you will still get a UAE requirement unless you make extensive changes to the code to remove the need - there is very deliberately no way to get round that to avoid malicious code doing whatever the heck it wanted.

And that's unlikely to be a trivial job: certainly not one that we would necessarily want to be involved with as a free service. If you can't do it yourself, then try Freelancer.com and pay someone to do it for you - but be aware: you get what you pay for. Pay peanuts, get monkeys.
