Try installing SP 15 or higher from following link-
SAP Crystal Reports, developer version for Micr... | SCN[^]
The issue seems to be fixed with these versions.

I haven't tried this on a community edition but it should work as there no record of not supporting it. Express edition is the only version of Visual studio which doesn't support crystal report.
