As in the title, I was asked to create a list or a database that would allow for multiple users and would combine data from all of them. Basically it's a list of people, with their location, as well as contact info used by our business.

I would ideally need the ability to restrict user's access to the combined database if need be (to motivate them to build up their own contacts :) )

I thought about using Excel or Access as they are fairly easy, but I am struggling to combine the data and I am not even sure if it would be possible to restrict permissions.

By no means am I advanced in databases, but I have previously used MySQL for some games, and as long as you guys are able to guide me into the right direction I am sure I can research further :)

If you want multiuser access, then use a multiuser database: MySQL or Sql Server - they are created for just that. Access can do it, but every time I've done that it's caused more problems than it's solved.
Look around your company and see what DB's they currently use - if it's Sql Server, then go with that and install the appropriate Express edition on your development machine for testing (never test against a live database!). Similarly for MySQL.

If you make the users log in to your app, you can restrict their access as you need to.
