The problem is that the content cannot be on the clipboard encrypted. It has to be decrypted. This is because the target application will have no idea how to decrypt the string.

The javascript code in your page must be able to decrypt the string. Typically, you'd have a button on the page to have your javascript code decrypt the text and place it on the clipboard. Once the code has decrypted the string it's a simple matter for the code to copy that string to the clipboard. See this[^] answer for a good discussion of how to copy something to the clipboard.
