Largely, you don't write to an "RFID card" or "tag". These are "passive" tags that only transmit an ID number when exposed to a readers field. They are not writable. They can not be used to store any data you want.

That being said, there are writable RFID transponders out there but there is no standard for them. Each manufacturer does things their own way and has to supply the transponders and the hardware to read and write them along with the software to do so.
