I am facing a problem with web service. There is a SOAP web service installed on a server which transfers data to some other server through web scheduler. From last few days data is not getting transferred but service is running properly. This problem started after changing the antivirus on server, but now the antivirus has been removed, firewall is also off but still the problem persists. One more thing is earlier there was one user account on server which was Administrator account but now there is one more account. Please suggest on this issue.

There is no way we can know what is wrong since we cannot connect to your server. You'll have to troubleshoot this on your own. First, you need to find the error. It will be somewhere. Check the event viewer. Does the webservice log errors? Does it log that it did anything? If so, check those.
