Sorry for being vague, I am explaining it here in detail:
Summary : We have to define self service server guidelines for the business users. These business users have little technical knowledge, they can create simple Stored Procedures, Views, Tables and SSIS packages to extract data.

Question:
1> what these business users are allowed to do from the Database side ? I mean the DBA activities ? so that there will be very less intervention of a full fledged DBA.
2> Can they do backup and recovery for the DB ?

Suggestion :
1> Ideally they should install just the client tool and save their work locally and a DBA should merge the code to Main Server Instance.
2> Users should create SSIS pkg but they should not be allowed to run it directly into main instance of SQL server, instead DBA should create a SSIS job and schedule it.

Please suggest best practice around this.
