What have you tried ? VCE doesnt appear to be a well publicised format so it maybe near impossible to do from binary

one approach would be to install a pdf print driver and print the vce file using whatever does handle it, to pdf via the pdf print driver - if that program that does know how to handle vce has a command-line interface, then you're in luck, else :-(
