What I'd do:

1. read the manuals of your RFID device. It will come from one specific brand which for sure will offer you some tech. support.
2. Understand which kind of communication you will have to use (port, bus...).
2.1. see if you have all the devices and cables that you will need to perform a communication between your computer and the RFID device.
3. Understand how you have to read and write to that device in software terms.
4. Try it. (this is better if you do it n times).
5. Usually success; but, if you have problems, which you will have probably... then come back here with a better question asking how to do something specific...

If you have done all the suggested steps, then please:

tell us the brand of your RFID device, how you have the computer connected to it, what you have to do (read/write or both), paste a small code snippet of what is your problem and explain us the problem, then, and only then you will receive a proper answer.
