Let's be honest, why would you like to implement this Bulk Message operation using WhatsApp? To Spam people?

WhatsApp on it's own does not have any public API to send messages from your own application. Of course, there are hacks available but those are limited and can stop working anyway when WhatsApp identifies and decides to block them.
