Here is my formula for a select based on the user specifing a description, or all is returned, or where the description is like '%{?DESCR}%' but I am unsure of the syntax for using LIKE in the formula. The following it does not work.

IF HASVALUE(like(%{?DESCR}%)) THEN{Command.DESCRIPTION} = {?DESCR} ELSE TRUE

Try using like '%' + {?DESCR} + '%' instead of like(%{?DESCR}%)
or may be you have to change '%' into '*'
