I have an Android app which sends my current latitude and longitude every 3 seconds,

I have another Web application which will mark this latitude and longitude every 3 seconds on Google map. So that i can track the person.

But the location which the application sends is not the exact location. it keeps jumping streets n blocks.

Even when i am driving , it doesn't show exact pathway.

Can any one tell me what might be the issue.

You really don't know how GPS works, do you? Start reading these[^].

I consumer electronics, the GPS signal is not as exact as the military version. It's an approximation that is affected by the number of satellites the receiver can "see", effects of atmospheric distortion and interference from "ground clutter".

The last I heard, the current accuracy is somewhere around 50 feet, depending on conditions.

You will never get an "exact" position without upgrades to the current GPS constellation of satellites and receivers.
