This is one way, but may not be the best

DECLARE @Subcatid AS VARCHAR(100) = '2,3,4'
EXEC ('select * from table where Subcatid in ('+ @Subcatid  +')')

You can use IN operator.

Select * from tableName where subcatid in (@Subcatid)
