If you cannot get some existing keyboard layout for Windows, you can easily create one using the Microsoft Keyboard Layout Creator which can be downloaded and used free of charge. You can define the layout you need, and the tool compiles it into the installer for two architectures. I described it all in my past answer, please see:

This is a standard Windows way which I would advise to prefer.
