Isn't it apparent that "from scratch", "almost from scratch", "not from scratch but by applying a set of transformations" and the like are the options which depend on many factors, first of all: 1) the value of original design; 2) the current step of the development; 3) quality of existing content; 4) the goals of design/redesign and requirements; 5) available tools; 6) your own skills; 7) your own views and working habits; 8) and a lot more?
