for showing image in background, you have to give a specific url of image which can be open using internet. It should be uploaded on internet and give path of there.
There are different settings for different email accounts for showing the image. set background of table tag by giving url of image. Please check again.
Craete your message content as HTML with background image.. The image should be available some where in the web.. for example you can create a message like following
string body = "<html><body style=\"background-image:url(http://www.yoursite.com/bg.gif);\">This is my message</body></html>";
and just set it as the smtp mail body..
