I just tried it in Chrome and IE10, using a D/L: from one of my articles: A multi-selection Drop Down List using a generic Abstract PopUp class[^] and the download worked fine.

If it was a specific article that won't work for you, then post a message here: http://www.codeproject.com/Forums/1645/Site-Bugs-Suggestions.aspx[^] and the admins will look into it for you - they read every post there, and probably won't see this here.

It is not a specific article, it is a generic problem and it is not just Internet Explorer. I have also tried with Firefox.

suggests, I think that the problem might be related to the version of windows that people are running, and that this site will only appear to work correctly for people on certain specific operating systems and versions.

I have visited this site from time to time, and as far as I am aware, downloads have not been working properly since around the start of 2014. Before that I didn't visit the site and so I cannot say whether it has ever worked properly.

It happened that I tested the download (from code project) on another laptop (Windows 7 IE8) it showed the same problem. But, once I updated the IE8 to IE9 the problem went away and the download did happen. However, searching the internet I undrestand that windows XP is tied to IE8 and cannot be upgraged to IE9. Does this mean the XP(IE8) cannot download from codeproject or is there a workaround?
