Due to Session 0 Isolation, a Windows Service must not interact with the user's desktop. But you might use a Windows application which is automatically started when the user logs in (add a link to it in the Startup folder of the menu). It may then "disappear" to the System Tray (you'll need a NotifyIcon for that purpose).
