Why is the location Germany not listed for creating a new VirtualMachines? 

At the Pricecalculator on the Startpage is germany listed, but i cant choose it for a new Virtualmachine.

For me it is important that I get a German IP address, how can I set it up otherwise?

Hello,

Thanks for posting your question here. 

If you want to deploy VM's into Germany region you need to login to https://portal.microsoftazure.de and deploy resources in Germany region. Also find all the supported services in Azure Germany.

You will not see Germany region in the VM deployment page, if you are logged into the regular https://portal.azure.com portal.
