It does not matter what to start with; you can do it differently. Usually, experienced developer/teams quickly start all the parts involved and make sure they work together with minimal features. Than, features and complexity is added step by step in all parts in parallel. It keeps your development consistent after each small commit of the code to Revision Control System (I hope you are not doing such a crazy thing as developing without any Revision Control System? :-)…)

In more complicated scheme, people develop separate prototypes, in one or more intermediate stages. It takes some extra time but may highly improve expectation for overall development time, because you isolate many questionable or undecided aspects from the final project.

Anyway, the art of project development its workflow and its planning is a big thing which cannot be covered in a Quick Answer. The key thing is: you should start from the analysis of the particular project and make decisions depending on its goals, resource, and many other factors.
