We've been running on Azure Database for MySQL for around a year and have noticed our memory usage growing at a healthy clip, today eclipsing 75%.  

My thought would be that eventually this growth will cap when configured buffer sizes has been maxed out rather than continuing until memory is exhausted.   Can I get confirmation on that?   And if so, at about what memory % should that happen?

That is correct. The server properties blade lists the available parameters that you can configure per your workload but those should be invoked in the case where a specific parameter threshold is reached.
