Could someone comment on some of the practical applications of using the SQL server table approach instead of using XML configuration file? With respect to "practical applications of using the SQL server table approach" it will work, but no much gain compared to XML/flat file. One subtle thing is that you do not need to hit the server file system to just see the settings or change them.
