I wanted to see how we can update an existing subnet via ARM Templates.

The Subnets are already Built.

The New ARM Template is Creating Route tables and these tables need to be associated with the already created Subnet.

You will have to define your current configuration in the template as well, or use a linked template to update the resources. Make sure you do have an exact definition of your current configuration to avoid unexpected behavior, if you deploy the template in incremental mode (default) it should add your additional configuration (such as the route tables).

If you want to test this, deploy a Virtual Network with a subnet using an ARM template, then add another subnet to the template and run the deployment again.
