The general procedure and results are below:
1) Created a web project on my local CPU using VS 2010 and the pages display fine.
2) Copied the project into a server machine and then built the project there. In general, the pages display fine.

I would guess the ccs files got filtered out somehow in the IIS 7.5.

I have solved the problem in general. In IIS 7.5 Manager, for the web project published, I clicked Import Application... to import the created Deployment Package (.zip). Then the images and needed styles display properly. Thanks to reviewers.
