You can't install assemblies on an Azure PaaS offering. I would think all you would need to do is deploy the necessary Crystal Report binaries along with your project to the cloud service in order to render your reports to PDF or something like that. If that doesn't work, I would move switching to a docker container in which case you can create an image with the installer, copy your app code to the container and deploy it. See https://stackoverflow.com/questions/55638049/docker-container-with-support-for-crystal-reports to get an idea on how to do that. I did come across https://stackoverflow.com/questions/5310188/crystal-reports-on-windows-azure-is-not-getting-displayed in which they were able to use Azure Web Roles. It's a workaround solution that may not currently work as Azure doesn't support Crystal Reports out of the box. In my opinion though, I would go the docker route for the greatest amount of success.
