I successfully created a custom project template from a MVC app using the "Export Template" wizard.

The Overview page is not the startup page for MVC application. It is used to help the user understand and deploy the MVC more convenience and quickly in VS IDE. And when you open other file, it will close automatically.

If you want to set the start-up page for this project, you can right-click project >> click Web tag to set the start action in the right window
