Hello JDN00, 

Silverlight cannot be deployed from Microsoft Store for business as it not available through business store. I am not sure about the MDM you are using but deployment of MSI files should be possible through Intune MDM via Azure.  

You would need to extract the MSI file using command Silverlight_x64.exe -x from the silverlight setup which you can manage from https://www.microsoft.com/getsilverlight/get-started/install/default#sysreq . I would suggest to check the following article for the same.
