I have been working on a UWP app. I need to capture the event when the app is uninstalled. ie. is it possible to capture any notification within the app or another component  when a UWP app is uninstalled?

Well, currently, inside the UWP apps, there is no way to do that. If you really need this, you could try to submit a feature request in the User Voice.
