Looking for a solution to export an sql database accessed currently in the cloud and accessed through a portal for a client who would like to do queries. I would like to isolate the database from the cloud live version their local network. Any suggestions appreciated.

Did you mean that you want to export database  from cloud to local? If so, you could try to copy back up file into local and  restore this in SSMS. You could refer to this post and Restore SQL Azure Database to SQL Server 2012 for details.
