Upon connecting to the database engine in SSMS, I get the following error message:

The password and login is correct because I've previously connected via SSMS 18 GA which I stopped using because it doesnt open after the splash screen appears.

I've tried reinstalling 17.9.1, 17.9 and 17.8 SSMS.

I don't think this is a problem with SSMS 17.8.1 per se, but rather something went bad since you had SSMS 18 installed.
